Pilot Testing of Guidelines
Testing public tendering
The common objective is the validation and testing of public tendering for new and existing public buildings or the construction parts of buildings. It is in line with Green Public Procurement and described in the Alpine-wide Guideline (CESBA). For this at least 40 tenders of a common value of at least 20.000.000 Euros are analysed in comparison with the Guideline. Finally, the compliance of goals and the realized building is assessed with the tendering. The public tendering is monitored and documented in regional and 1 transnational reports.
Solutions to change user behaviour
The objectives are to find solutions for user behaviour in high performance buildings and to increase the awareness of the user’s impact on the "building performance. 40 buildings will be evaluated by critical behaviours, social conditions (income, age etc.) and their building usage. The information will be taken from monitoring outcomes (ENERBUILD), building assessments (rating systems), statistical data, and surveys.
Toward assessing 100% of public buildings
The focus is on a mass building assessment of existing public buildings. The objective is to learn from a massive group of public buildings for one year, by experimentally assessing their energy and environmental performance. Each participating region will define their assessment area. The information will be taken from energy certification, environmental labels and policies carried out in 4 steps:
- Building performance data collection;
- Study about statistical energy, environmental performances and a mass oriented approach in the region;
- Execution of public conferences on the outcomes in every participating region in cooperation with the ROC;
- Feedback toward the Alpine-wide Guideline;
The results in the report will be presented in 9 regional conferences.
